Better (earlier, fierce) photo of the Duchess steering with The Sisterhood. Her time with the team, training for the Channel Crossing mission in 2007, will be featured in a film about the couple. She had to pull out of the event, thanks to the media, but the team did it without her (first all female crew to do so).

Here's the raw footage. The race starts at 5:45. The strokes were 180 off of one another and people were clacking paddles. What was going on?

I have seen a couple of pics, but haven't seen the footage (blocked for me). But think about this:
1 - Put those two on elite teams, they may end up looking the worst of the crew.
2 - Put them on average teams and they end up looking competent or even good.
If you're one of the Wranglers for the royal couple you'd probably want #2

From another CBC video, the Premier for PEI said that he and his wife would also be paddling in the races.. I've also heard that for security reasons, they had to put RCMP and British security on the boat around them, mixed in with various Olympic athletes.
Also, the few actual paddlers on the boat you see belong to a team called the Dragon Beasts.
